The Bush campaign has tried to paint Bush as a resolute leader while describing Kerry as a flip flopper ... but is that really true?

Bush Flip Flopped on the Homeland Security Department. First he was against it, then he was for it.

According to an article on FoxNews.com:

"He [Bush] opposed a Homeland Security Department, then embraced it."

Bush had good reason to oppose the creation of a Homeland Security Department. It added to the extensive bureaucracy of the federal government and it’s not yet clear if it will make anyone safer. But he also had good reason to Flip Flop – the public broadly supported creation of a Homeland Security Department, so he waffled over to the other side of this issue.
