Bush Flip Flopped on giving the new intelligence director budget powers. First he opposed it, then he supported it. First he opposed their recommendations, then he embraced them.
According to an article on FoxNews.com:
"Most recently, Bush did an about-face on whether the proposed new director of national intelligence should have full budget-making powers as the bipartisan Sept. 11 commission recommended. Bush at first indicated no, then last week said yes."
As with so many of Bush's Flip Flops, there is no apparent reason for this shift in position other than the fact that his first position on this issue was unpopular.
